The City of Chicago Law Department is seeking an attorney for the position of Assistant Corporation Counsel Supervisor (ACC Supervisor) in the Aviation Environmental Regulatory and Contracts Division Division to primarily represent the Chicago Department of Aviation (CDA) in transactional and regulatory matters related to OHare and Midway International Airports (Aviation Matters). The ACC Supervisor will work under the general supervision of the Deputy Corporation Counsel and Chief Assistant Corporation Counsel of the division and will analyze proposed transactions for compliance with laws and regulations; conduct legal research; advise CDA on legal compliance; review draft and negotiate contracts for the purchase of goods work and services leases concession agreements agreements with federal agencies and airlines and other agreements and review and draft proposed ordinances related to such agreements; review and comment on proposed legislation and rule-makings. The ACC Supervisor will supervise more junior attorneys on such tasks and monitor outside counsel on certain matters. The ACC Supervisor will not handle litigation but will be expected to handle pre-litigation claim and dispute resolution and to provide support to litigators in litigation and administrative proceedings related to Aviation Matters. This ACC Supervisor must split time between the CDAs administrative offices near Chicago OHare International Airport Midway Airport and the Divisions offices in downtown Chicago. This position requires creativity flexibility and a willingness and ability to learn complex statutory and regulatory frameworks related to Aviation Matters.


Qualifications:


Knowledge Skills and Abilities


Ideal candidates will possess the following:


+ Demonstrated academic achievement;


+ Five years of legal experience as a licensed attorney;


+ Legal experience handling transactional matters such as reviewing drafting and negotiating agreements is required; legal experience and ability to litigate in court and/or administrative tribunals is preferred but not required;


+ Legal experience analyzing proposed transactions for compliance with the law;


+ Legal experience with the complex statutory and regulatory frameworks;


+ Legal experience researching analyzing drafting and/or reviewing legislation proposed legislation and rules/regulations;


+ Excellent analytical and communication (oral and writing) skills;


+ Superior writing researching and editing skills;


+ Exceptional client counseling and negotiation skills;


+ Demonstrated ability to organize prioritize monitor and control workflow deadlines;


+ Ability to work well with others;


+ Demonstrated leadership and initiative on assigned tasks; and


+ Previous supervisory experience is preferred but not required.
